Position Title: Project Lead
Assignment: Support the implementation of FGS-MoIFAR/SSFIII
MoU/Workstreams 1, 2, 3 and 4
Location: Federal Government of Somalia, Ministry of Interior, Federal
Affairs and Reconciliation (FGS-MoIFAR)
Duration: 1 Year, renewable subject to funding
Reports to: Director General (DG)

1. Background
The Ministry of Interior, Federal Affairs, and Reconciliation (MoIFAR) of the Federal Government
of Somalia is mandated to oversee critical governance and reconciliation processes within the
country. MoIFAR plays a pivotal role in implementing the National Reconciliation Framework
(NRF), which aims to resolve decades of civil conflict and promote peace and stability across
Somalia. The Ministry collaborates closely with federal and state institutions, civil society
organizations (CSOs), and international partners to ensure effective governance and lasting
reconciliation.
To further these goals, MoIFAR has partnered with the Somalia Stability Fund III (SSF III), a multidonor initiative launched in March 2023, to address governance and reconciliation challenges.
SSF III operates as a flexible and politically informed platform, prioritizing initiatives aligned with
the NRF and adapting to Somalia’s dynamic political and governance context. This partnership
seeks to support inclusive political agreements, resolve grievances, and strengthen governance
systems.
As a key partner in implementing SSF III’s initiatives, FGS-MoIFAR has been instrumental in
institutionalizing dialogue mechanisms, fostering partnerships between federal and state entities,
and engaging CSOs to promote social cohesion. These collaborative efforts aim to align
governance practices with reconciliation objectives, ultimately fostering national unity and
reducing intercommunal conflicts.
The Project Lead plays a crucial role in advancing these objectives. By providing technical
leadership and coordination, the Project Lead ensures the effective implementation of SSF IIIfunded projects implemented with the FGS including activities under SSF III’s current MOU with
MoIFAR. This position also enhances the Ministry’s capacity to plan, implement, and monitor
projects while strengthening sustainable partnerships with stakeholders to support Somalia’s
governance and reconciliation agenda. The Project Lead will be the interlocutor between FGS
MOIFAR, The States and SSFIII by closely working with the SSFIII Country Manager and SSF III
State Leads.
2. Objective
The Project Lead will:
• Provide leadership and coordination for SSF III-funded projects under FGS-MoIFAR’s
mandate.
• Act as the focal point for SSF III projects and ensure alignment with the strategic goals of
National Frameworks like the National Reconciliation Framework (NRF), Wadajir
Framework and the likes.
• Monitor and document project progress to ensure compliance with agreed objectives.
• Strengthen engagement between FGS-MoIFAR, Federal Member States (FMS), civil
society organizations (CSOs) and other stakeholders.
3. Scope of Work
The Project Lead will be responsible for the following tasks:
3.1 Project Management and Coordination:
• Coordinate the implementation of SSF III-funded activities as outlined in the MoU.
Facilitate regular coordination meetings with the ministry, SSFIII, and other partners to
ensure effective project implementation, information sharing, and issue resolution.
• Develop and implement comprehensive Concept notes, work plans, budgets, and
monitoring and evaluation frameworks for the assigned projects.
• Facilitate collaboration between FGS-MoIFAR, FMS, and other relevant institutions to
institutionalize dialogue mechanisms on local governance.
• Support FGS-MoIFAR’s civic engagement initiatives to promote awareness of
governance activities and gather citizen feedback.
• Monitor project progress, identify and mitigate risks, and provide timely updates to the
Director General and SSF Country Manager.
• Work with FGS-MOIFAR’s Procurement and Finance departments to oversee the
procurement of goods and services and ensure compliance with the ministry and donor
policies and procedures
3.2 Reporting, Monitoring and Evaluation:
• Provide leadership to ensure strict adherence to project objectives, timelines, and
budgets, aligning all activities with the agreed MoU requirements.
• Oversee the development of accurate, timely, and comprehensive reports, ensuring
compliance with MoU standards and expectations.
• Contribute to the documentation and dissemination of lessons learned, best practices,
and success stories from the projects.
• Foster collaboration between programme and M&E teams to enhance data acquisition,
utilization, and the production of evidence-based reports that inform decision-making
and demonstrate project impact.
3.3 Capacity Building:
• Assist in institutionalizing FGS-MoIFAR’s project planning, delivery, and monitoring
capabilities.
• Conduct training sessions for FGS-MoIFAR personnel on risk management,
procurement practices, and M&E frameworks.
3.4 Risk Management:
• Identify, assess, and mitigate risks associated with project activities in collaboration with
SSF III’s risk management team.
• Ensure compliance with SSF III’s procurement and financial guidelines.
• Report and address safeguarding concerns in accordance with the Supplier Code of
Conduct.
3.5 Stakeholder Engagement and Partnership Management:
1. Build and maintain strong partnerships with CSOs, government institutions, international
partners and other stakeholders.
2. Facilitate the engagement of local communities and ensure their active participation in
project activities.
3. Represent the ministry in various coordination forums and meetings related to the
projects.
4. Support in the Management and resolution of conflicts or tensions that may arise among
project stakeholders.
5. Deliverables
• Comprehensive quarterly progress reports highlighting achievements, challenges, and
recommendations.
• A final project report summarizing outcomes, lessons learned, and recommendations for
future interventions.
• Evidence of strengthened partnerships and enhanced governance practices.
5. Qualifications
• A minimum of a bachelor’s degree in Public Administration, Political Science,
International Development, or a related field; Master’s degree preferred.
• At least 5 years of experience in project management, governance, or reconciliation
processes.
• Proven experience working with government institutions and civil society in conflictaffected settings.
• Strong analytical, reporting, and stakeholder engagement skills.
• Familiarity with M&E frameworks and risk management practices.
• Excellent communication skills in English and Somali.
6. Reporting, Supervision and Collaboration
• The Project Lead will report directly to FGS-MoIFAR Director General
• The Project Lead will be technically supervised by FGS-MoIFAR Chief Programs
Coordinator
• The Project Lead collaborates with the SSF III Country Manager.
• Regular updates will be provided through progress reports and coordination meetings.
7. Terms of Employment
• The role requires frequent travel to project sites across Somalia.
• The Project Lead must adhere to SSF III’s Supplier Code of Conduct and all applicable
policies.
