Sustainable Solutions Department
The department of sustainable solutions focuses on addressing the challenges of governance such as peace and development, displacement issues, human rights and others.
Objectives:
- Finding lasting solutions to the pressing challenge of displacement and ending the eviction of affected persons as a path to peace and development in Somalia.
- Displacement can undermine stability, underpin the development and expose affected communities in increased risk of human rights abuses. As a result, achieving a lasting solution for all affected people is the priority of the Federal Government of Somalia (FGS), as defined in the national development plan (NDP) and Community Development Plan.
Somalia has approximately 3.5 million Internally Displaced Persons (IDPs) as of May 2022. IDPs are people who have been forced to leave their homes but remain within their country’s borders.
The main causes of displacement are conflict, insecurity, and climate-related events such as droughts and floods. In Somalia, most of the displaced are in the South and central region of the country, where more than three million people have been displaced.
Another major phenomenon that needs to be accounted for is migration which affects a number of sectors including social protection, education, health, citizenship, and poverty. It’s driven by a range of factors such as personal preference, climate change, etc. If it’s managed well, migration contributes to economic and social development.
To address these matters and to recognize that the primary responsibility for addressing displacement rests with the Federal Government of Somalia, The Ministry of Interior, Federal Affairs and reconciliation (MOIFAR) has established a department for migration and sustainable solutions.
The main priority of MOIFAR’s sustainable solutions department is to strengthen problem-solving at the federal level and to support the displacement-affected communities in Somalia.
Roles:
- Provide overall coordination and communication on sustainable solutions for all.
- Engage key stakeholders and actors at both national and international levels.
- Produce country assessment reports on sustainable solutions for evaluation and measurement.
- Gauge effectiveness of programs at the country level.
- Provide strategic direction, policy development, guidance, and coordination.
- Monitoring the implementation of all sustainable solutions programs across the country.
- To monitor and evaluate the implementation of sustainable solutions.
- Evaluate and measure impact of projects across FMS and BRA.
- Liaising with relevant ministries and sharing information.
- Strengthening coordination efforts between sustainable solutions actors.
- To support advocacy efforts at all levels of government on matters concerning the welfare and rights of displaced persons and returning refugees, in line with the National Development Plan.
- Facilitate training and capacity building efforts for sustainable solutions at the federal and state level.
- To support the federal government and member states in reviewing and amending existing sustainable solutions such as mapping the restoration process, planned surveys, communicating with communities, etc.
