The Directors of Departments
 Abdiaziz Ahmed Mohamed (Gurbiye)

The Director of the Department of Communications and Media is Cabdicasiis Axmed Maxamed (Gurbiye).
He holds two bachelor’s degrees — the first in Journalism and the second in International Relations and Diplomacy. He is also currently pursuing a master’s degree in international relations and diplomacy.

 

Educated in Egypt, Kenya, and Somalia, he has also completed advanced diplomas in Public Relations, Community Development, and English.

 

Director Cabdicasiis has over 20 years of professional experience in Somali and international media. He has managed various newspapers, radio stations, and television channels, and he is also an author.

 

He previously owned and served as Editor-in-Chief of Afrika Newspaper in Mogadishu (2001). He later became the owner and Editor-in-Chief of Midnimo Newspaper published in Cairo in 2005, and Safiir Newspaper published in Nairobi in 2007.

 

From 2014 to 2022, he served as the Deputy General Director and Editor-in-Chief of Goobjoog Media Group.

 

He has also worked as the Horn of Africa correspondent for Al Aan TV (Dubai), in addition to providing media consultancy services to various local and international organizations.

 

In August 2022, he joined the Ministry of Interior, Federal Affairs & Reconciliation, initially serving as a Media and Communications Advisor until mid-December 2023.
On December 18, 2023, he was appointed Director of the Department of Communications and Media at the Ministry.

 

Jamal Yusuf Hassan

Jamal Yusuf Hassan is the director of the Administration and Finance department. His background is in financial planning, accounting and budget-setting. He’s well versed in adjusting accounts and preparing reports.

 

Director Jamal has an Undergraduate degree in Accounting and Business Finance. He also holds a certificate in Public Finance and Accounting from CIPFA and is a registered member of ACCA.

 

 

 

 

Abdirahman Sharif Ali

Mr. Abdirahman Sharif Ali is the director of technology and digital service department with 9 years of experience in technology. He holds bachelor’s degree of Computer Application BCS from Jamhuriya University of Science and Technology. He is a Master Candidate about Master of Science in Data Science which he completed via eLearning at JUST.

 

During his internship at the Ministry of Interior Federal Affair & Reconciliation, Abdirahman solved technical software and hardware Problems, an also managed to change manual system to e-government system/digital building enterprise software project that allows to register employee’s id card to verify their identity using biometric registration, managing archive documentation which allows the ministry to store in/out documents as well as. Abdirahman is Swimming coach at Bah-Dabaalato Swimming family since 2020.

 

2018 – 2021 He become Technical IT Staff at Ministry of Interior Federal Affair & Reconciliation 2021 – 2023 also former Head of IT Staff at Ministry of Interior Federal Affair & Reconciliation Department of Communication & Media, He Designed Ministry of Interior Federal Affair & Reconciliation (MoIFAR) also he developed MoIFAR logo, he builds e-MoIFAR website https://emoifar.gov.so

 

He Designed Somali Society for Marine Conservation logo and developed SSMC website https://ssmc.org.so as volunteer

 

9 years’ experience about ICT and leadership include Good Governance and diplomacy, Data Science, Artificial intelligence (Ai) and Machine Learning.

Abdifatah Nur Ahmed

The director of human resources, Abdifatah Nur Ahmed has fourteen years of work experience in human resources, and business administration. With educational background in international relations and developmental studies from Mount Kenya University.

 

Abdifatah joined the Ministry of Interior, Federal Affairs and Reconciliation in 2017 as a human resources expert, where he was appointed Director of Human Resources in 2023 after undergoing recruitment process where he emerged as the top candidate for the position.

Abshir Macalim Maxamed

The director of the Archives department, Abshir Moalim holds a Master’s degree in Development Studies, a Bachelor’s Degree in Public Administrations, and a diploma in Statistics.

 

He previously served as MoIFAR’s Director of Communications and Media, as well as the lead officer for the National reconciliation Process at the FMS level.

 

 

He worked in Somalia for the organization Eye for the Horn of Africa before returning to Lsuduwe for the project. He was also elected Chairman of Madasa Graad Gaab.

Yahye Omar Hersi

The department of Local Government and Rural Development is directed by Yahye Omar Hersi, a dedicated professional expert with over 17 years of experience of working the Ministry in a strategic planning, local governance, policy and framework, decentralization and rural development, good governance, office management, conflict resolution, and capacity building.

 

He has served as Head section of Local Government, director of Political Parties and Civil Registration and Head of Team Collecting Applicants and CVs for Somalia’s Independent Commissions (National Electoral Independent Commission & Boundaries and Federal Commission).

 

Mr. Yahye Omar Hersi holds Bachelor of Business Administration (Indian Ocean University) and Master of Business Administration degrees (SIMAD/Open University Malaysia).

 

The Director has attended professional courses and training seminars on Boundary Delimitation and Federalism Process, Election Management, Local Government Functions, Strengthening Democratic Processes, Good Governance, and Human Resource Management.

Abdunnasir Haji Mohammad

The department of Federal Affairs, Democratization and Regional Government Relations is headed by Abdunnasir Haji Mahammad who has more than 35 years of experience served consulting and managing in work areas spanning the federal government, reconciliation, elections, public administration, business governance, and international diplomacy.

 

Director Abdunnasir has a Master’s degree in International Relations and Diplomacy. He has a vast level of experience with matters relating to governmental systems, democratization and elections.

 

 

Muse Abshir Abdi

Mr. Muse Abshir Abdi, a veteran expert within the Ministry of Interior with 43 years of service, is the director of the department of Social Affairs. He has a solid understanding of local government budgeting, regional governmental system, and elections.

 

Apart from directing this department twice, he also served as the director of the departments of administration, reconciliation, and social affairs at the ministry. He also worked as coordinator for the Shebelle local government and director of the inland tax department in the eastern part.

 

 

Mohammed Mu'min Sugow

Mr. Mohammed Mu’min Sugow is the director of NGO Registrations. With two university degrees in Information Technology and Business Administration, he has over 9 years of work experience with government intuitions and international organizations.

He has worked in the humanitarian aid field under education, development, and climate change among others.

Abdulqani Mohammed Wehliye

The Civil Registration department is headed by Abdulqani Muhammed Wehliye who is an expert in geospatial software systems.

He has more than 10 years’ work experience in government with major contributions in areas such as the reconstruction of civil registration, the census system, federal borders, etc.

Abdiqani graduated from The Computer Software Development and Automation Systems at Belgorod state Technological University.

 

Abdurrahman Hashi Farah

Mr. Abdurrahman Hashi Farah is the director of the department of Reconciliation. His expertise is in peace building, development studies and leadership.

 

The director has an Undergraduate degree in Education and a Master’s degree in Conflict Resolution and Reconciliation.

 

He’s also participated in professional trainings and seminars on post-conflict reconstruction and development, peacekeeping, administration and management as well as good governance.
