Background and Organizational Context
The Ministry of Interior, Federal Affairs, and Reconciliation (MOIFAR) is responsible for the Federalism, Stabilization, Reconciliation, Local Government, and State-Building portfolios of the Federal Government of Somalia. MOIFAR is likewise accountable for steering the process of holding direct elections in 2025. MOIFAR entered a strategic partnership with the UNDP Somalia on the State-Building and Reconciliation Support Project (SRSP). The SRSP Project provided MOIFAR with institutional support and technical assistance to enable the Ministry to discharge its mandate.
The Provisional Constitution of Somalia envisages the creation of Federal Member States (FMS) that will together constitute the Federal Government of Somalia. In the process leading up to the creation of the FMSs, regions have been merging together to form Interim Regional Administrations (IRAs), in line with the Federal Government of Somalia’s (FGS) “Vision 2026” document.
Involvement of youth and young graduates in governance and state-building processes is important as they are the future leaders. Having them work as Interns for the Ministry of Interior, Federal Affairs, and Reconciliation (MOIFAR) will provide them with direct exposure and a learning opportunity towards reconciliation and the state-building process. The MOIFAR-FGS is the leading federalism and reconciliation process, and the recruitment of Interns will support the offices of MOIFAR and its federalism and reconciliation units. The incumbent will work under the direct supervision of the respective unit or department Directors of MOIFAR and, under the overall supervision of the DG of MOIFAR, will provide guidance and coordination for the Project Consultant lead on the State Building and Reconciliation Support Project (SRSP), UNDP in Mogadishu.
The Interns are expected to support the MOIFAR Department’s in the day to day functions.

Duties and Responsibilities
The main duties that the intern will be expected to carry out are:
- Supporting the organizing of workshops and consultative forums
- Provide day-to-day support to units and the director in implementing unit work plans.
- Conducting research;
- Assist in the preparation of various documentation and reports;
- Assist in the cataloguing of information;
- Assisting in the organization of conferences, forums, or other collaborative events;
- Ensuring Gender is mainstreamed in all activities
Status
- Interns are considered gratis They are not staff members.
- Interns may not be sought or accepted as substitutes for staff to be recruited against authorized
- Interns may not represent UNDP in any official capacity.
Competencies
The purpose of the Internship program is not to lead to further employment with UNDP but to complement an intern’s studies. Therefore, there should be no expectation of employment at the end of an internship.
Should an offer of employment be envisaged, a 3-month break from the end of the internship must be respected. Interns cannot apply for posts during their internship.
Required Skills and Experience
UNDP may accept interns providing the following conditions are met:
- Enrolment:
- Enrolled in a bachelors/master’s programme in a graduate school (second university degree or higher) at the time of application and during the internship (if a candidate is graduating before the internship period begins, they are no longer eligible); or
- Pursuing their university/college studies, having completed at least four years of full-time studies at a university or equivalent institution towards the completion of a degree, if pursuing their
studies in countries where higher education is not divided into undergraduate and graduate stages;
- Recently graduated from a university in the related

- Proficiency in English and Somali is Fluency in Arabic is an asset;
- Computer literate in standard software applications;
- Demonstrated keen interest in the work of the Government; and
- Demonstrated the ability to successfully interact with individuals of different cultural backgrounds and beliefs, which include willingness to try and understand and be tolerant of differing opinions and
