Department of Federal Affairs, Democratization and Inter-state Relations

Somalia is a federal country, and The Ministry of Interior, Federal Affairs, and Reconciliation is mandated with implementing and consolidating the federal system.

 

Declaration of the Federal Republic of Somalia:

 

According to article 1 of the Constitution, Somalia is:

  1. A Federal Republic
  2. Democratic, based on the representation of all the people.
  3. Based on a Multi-party system.
  4. All powers belong to the people.
  5. The sovereignty and independence of the Federal Republic of Somalia is not to be violated.

After The Ministry was mandated with the Federalization of the country, it established a department for Federal Affairs, Democratization and Regional Government Relations, which is responsible for the implementation of The Government’s policies on federalism.

 

This Departments is one of the biggest and most significant, carrying out The Ministry’s primary duties.

 

 The duties of the department include:

 

  • Implementation of the policies and plans of The Ministry, especially the activities related to this department’s core functions.
  • Execution of all tasks of the department in line with The Ministry’s operational plan.
  • Maintaining the policies, procedures and operational efficiency of The Ministry while honoring the hierarchy and clear lines of roles and responsibilities.
  • Protection of property, data and resources of the ministry at the department level.
  • Cooperation and coordination with other departments of the ministry to carry out efficient task execution.
  • Preparation and implementation of annual documents showcasing the department’s work that year.
  • Conducting periodic operational meetings and Orientation of departmental staff.
  • The development and implementation of the department’s annual work plans.
  • Preparation and submission of monthly departmental reports and periodic performance evaluations of staff to the Director General.
  • Awareness of federalism and distribution of power between federal and state governments.
  • Strengthening relations with the state governments.
  • Democratization and supporting of electoral activities at different levels of the government.
  • Preparation of policies and laws related to elections.
