Civil Registration Department

Civil registration is the responsibility of The Ministry of Interior, Federal Affairs and Reconciliation, as mandated by:

  • Law No.14 of 1962 (Ordainment Governo).
  • Law No.19 of 1963 on the establishment of local Governments.
  • Law No.6 of 1980 on the local council.
  • Law No.30 of 1984 on the reform of the ministry of interior.
  • Decree No.14 of 1985 on the structure of the Ministry of Internal Affairs
  • Article 5/8, the federal law which is currently applied
  • Law No.116 of 2013 for the administration of regions and districts.

According to this federal system, it is The Ministry’s responsibility to reinstate civil registration and conduct the census.

The establishment of the department of civil registration is part of The Ministry’s commitment to expedite civil registration in light of its significance for providing services to the people, protecting human rights, maintaining social order, and assisting governments in implementing rigorous plans.

The department carries out many critical steps in this regard, including the implementation of the cabinet of ministers’ national policy on public registration.

The department’s objectives include:

  • Registration and issuance of birth, death, marriage, divorce certificates, etc.
  • The implementation of decentralized services managed by local governments and accessible to people throughout the country.
  • The establishment of a national database, which stores data and displays accurate population census.

 The department’s responsibilities include:

The department is responsible for civil registration in accordance with the civil registration Law, the civil code, and other applicable regulations.

  1. Establishing strong connections between civil registration and health records, census data, the nation’s state, and general information sharing between government agencies.
  2. Promoting good governance, protecting human rights and encouraging expansion of public services.
  3. Registration of births, deaths, marriages, divorces, child mortality and adoptions.
  4. Development of a civil registration system in line with The Sustainable Development Goals.
  5. Ensuring that civil registration is in line with the Government’s plans.
  6. Checking and validating registration data.
  7. Production of certificates or copies upon request.
