The Ministry of Interior, Federal Affairs and Reconciliation (MoIFAR) has officially launched a Training of Trainers (ToT) program focused on leadership, conflict management, and the promotion of women’s participation in local governance structures.
The training, taking place from 17–22 May 2025 in Mogadishu, brings together participants from the Federal Member States and the Benadir Regional Administration. This initiative is part of MoIFAR’s broader efforts to enhance the capacity and effectiveness of local councils and municipal governments across the country.
The primary objective of the program is to strengthen local governance, improve service delivery, and support sustainable development at the district level. Special emphasis is being placed on inclusive leadership and ensuring greater representation of women in decision-making roles within local administrations.
The training is organized by the National Institute for Local Governance, a technical body under MoIFAR dedicated to advancing institutional capacity and good governance practices.
The opening session was officiated by the Director General of the Ministry, Mr. Aidarus Mohamed Hassan, and attended by senior officials including Mr. Yahye Omar, Director of Local Governments, and Mr. Ahmed Omar, Director of the National Institute for Local Governance. Also present were ministry staff and Somali technical experts who will be facilitating the training sessions.
This program underscores MoIFAR’s continued commitment to building resilient local institutions, promoting inclusive governance, and advancing peace and development across Somalia.
