  1. Background:The Republic of Somalia has received financing from the World Bank towards the cost of the Somalia Capacity Advancement, Livelihood and Entrepreneurship, through Digital Uplift Program (SCALED-UP) project; and intends to apply part of the proceeds of the above project to finance the position of the Legal Advisor (Individual Consultant) to the Ministry of Interior, Federal Affairs and Reconciliation.

2 Responsibilities: The legal advisor will support the Ministry on the legal and regulatory enabling environment for the Digital ID system, to facilitate long-term secure, inclusive, and trusted identity management in the country, and to contribute to capacity building and knowledge transfer.  All other specific tasks detailed in the Terms of Reference (TOR) for the assignment that can be found at the following website: https://mof.gov.so/publications/terms-reference-legal-advisor-ministry-interior-federal-affairs-and-reconciliation

  1. Duration:The proposed duration for the assignment is Twelve (12) calendar months from starts date.

Skills and Qualifications

Selection Criteria: The selection shall be based on qualification, experience and skills of the candidate and followed by an interview. The qualifications, experience and competencies include:

a) A law degree from a recognized university.

b) At least ten-year’s experience of practicing law in Somalia, admission to Somali Bar Association or similar association and an understanding of the Somali legal context

c) Display strong knowledge of legal issues related to mandates of the MOIFAR

d) Experience in drafting, revising and analysis bills, subsidiary legislation related to ministry mandate. 

e) Excellent communication skills both written and oral, including capacity to communicate complex technical issues in simple laymen terms to local and governmental stakeholders.

f) Ability to work well under pressure and be able to meet tight deadlines, demonstrating a high level of motivation, confidence, integrity, responsibility and confidentiality

g) Excellent interpersonal skills, ability to work independently, effectively in team setting with senior management and with ministry staff

h) Demonstrated ability to communicate effectively in English and Somali

i) Familiarity with good practices in identification in the global and regional contexts would be considered an advantage

The Ministry of Ministry of Financenow invites eligible consulting (“Consultants”) to indicate their interest in providing the above-mentioned Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services and furnish the Curriculum Vitae (CV).

Attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non -Consulting and Consulting Services dated in November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.  

A Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations.
