Department of Federalism and Regional State Relations

Somalia is a federal state, the implementation of the federal system and its dissemination is the responsibility of the Ministry of Interior, Federal Affairs and Reconciliation. 
Proclamation of the Federal Republic of Somalia:
 
According to the Constitution, its provisions Somalia is:

1. A federal republic.
2. A democratic, representative, and inclusive republic.
3. Based on a multi-party system.
4. All power belongs to the people.
5. The sovereignty and unity of the Federal Republic of Somalia are inviolable.
As the Ministry responsible for the federalization of the country, it has established the Department of Federalism, Democratization and Regional State Relations, which is responsible for the implementation of federal government policies.
The Department of Federalism, Democratization and Regional State Relations is one of the largest and most central departments of the Ministry, and one of the most important responsibilities of the Ministry. The Department has 4 departments, each with its own head.
The Department’s responsibilities include:
• Implementing the Ministry’s policies and plans, especially the activities of the department.
• Implementing all activities and activities of the department in accordance with the Ministry’s General Work Plan.
• Maintaining the policies, procedures and work procedures established by the Ministry, taking into account the hierarchy and separation of duties.
• Protecting the Ministry’s assets, data and resources in the Department.
• Working with and coordinating with other Departments of the Ministry to carry out a unified and productive work.
• Preparing and implementing the department’s annual work.
• Holding periodic work meetings and orienting the department’s staff.
• Preparing a monthly report of the department and evaluating the periodic performance of the staff to submit to the Director General;
• Raising awareness of the Federalization process in the country.
• Identifying the Powers of the different levels of Government.
• Strengthening the Relationship with the Regional States and their awareness.
• Implementation of Inter-Governmental Relations (IGR)
• Democratization and support of electoral processes at various levels of government.
• Preparation of Policies and Laws related to Federal Affairs, Elections and Parties
