MoIFAR Concludes Three-Day Government and Civil Society Organizations Forum under the Theme “Engagement & Partnership”

The Ministry of Interior, Federal Affairs and Reconciliation (MoIFAR) officially concluded the Government and Civil Society Organizations Forum, a landmark three-day event held in Mogadishu under the theme “Engagement & Partnership.” The forum aimed to strengthen collaboration between the government and civil society actors amidst an evolving international aid landscape.

The opening session was officiated by H.E. Ali Yusuf Ali Hosh, Minister of Interior, Federal Affairs and Reconciliation, who emphasized the indispensable role of civil society in Somalia’s nation-building efforts:

“Civil society is the backbone of our state-building efforts. Strengthening the partnership between the government and CSOs is not a choice—it is a necessity for lasting peace, effective governance, and sustainable development.” — H.E. Throughout the forum, key discussions focused on the shifting dynamics of international aid and the need for Somali-led solutions.

 

The Director General of MoIFAR, Mr. Aidarus Mohamed Hassan, reiterated the government’s commitment to fostering self-reliance, highlighting the importance of reducing dependency on foreign aid and promoting sustainable, homegrown approaches.

Representing civil society, Mrs. Duniya Arshan underscored the impact of gaps in international assistance and called for a stronger, united effort between the Somali people and government to build local resilience and shared accountability.

On the final day, the forum was formally closed by Deputy Minister of Interior, Federal Affairs and Reconciliation, H.E. Abdihakim Ashkir, who praised the valuable contributions of civil society organizations and highlighted their critical role in areas such as reconciliation, humanitarian response, education, health, human rights, and broader state-building efforts.

“Civil society organizations are integral to the Somali state-building journey. Their contributions to peacebuilding and service delivery are essential, and continued partnership with the government is key to strengthening governance,” said Deputy Minister Ashkir.

The forum provided a platform for open dialogue, with federal institutions presenting on how the decline in international aid has impacted sectors including stabilization, governance, education, health, and public service delivery.

The event concluded with a shared commitment to deepen government-CSO collaboration and promote collective action in addressing national priorities.
